One client's ping can't affect the server or other player's connection, it's just that client's connection to the server. At least I think so.
Anyways... auto-kick for it would be stupid either way, cause since it's the client's connection to the server, their ping is going to be larger if they live further away from the server host... not necessarily meaning they're slow or laggy.
A DoD server I played not long ago had that, once my ping reached 200 I was kicked, but I wasn't lagging at all.
