That's not solid enough proof. People saying someone hacks is not proof. You must provide video of him hacking or provide the pictures of the scoreboard/events.

You need solid proof to ban him and from this picture I don't see anything that would make me +1 this.

You either need: a couple of photos of HARD evidence or a demo of you either spectating or looking at him do it.
