Since my steam account got hacked, I can't play anymore, I can't talk to my friends anymore, I can't make maps anymore. I can't do anything anymore. I went to the link that Jimonions posted but steam support's reply is taking a long time and now, the hacker is now hacking my steam account.

Some of my friends are helping me getting my steam account back but for now, My steam account is in danger of being changed.

As long as you can prove that own the old account, you can send a steam support ticket and you can get your account back.
I did it, and it sure worked.

There's still a scam going around that tricks you into going to an actual steam website for "free games".
I did it once but I suddenly realized it was a hack so I changed my password on my email and my steam account in less than 20 minutes I believe...
