MY OPINION ON THIS:
Fidel Castro:
Attempted to overthrow the government in 1953, failed miserably. Instead of being executed or given a life-long prison sentence, as most traitors of countries are, he was jailed for a bit and sent into exile. He went to Mexico to plan another invasion. 3 years later in 1956, he tried again to overthrow the dictatorship, and once again failed miserably. He later came into power after the Cuban Revolution.
What I'm trying to say is that just because you give someone a second chance, doesn't mean they gonna follow rules.

Also this tells me Xexxar discriminates people of different countries, as he dislikes yomo just because he can't understand his grammar, since he is from Japan.
