If not of this works I can provide the default theme .dll which is probably what went wrong since I had this too

Oh ya. Try this one.
Get into cmd as admin.
And run the command. sfc /scannow
That will scan all system files and restore any corrupt or replaced.
Try it.

oo nice suggestion, I was thinking it might be something to do with a corrupt theme dll from an update say if you used a custom (non winderz) theme
