My suggestion:
Guest - the same as the old one
- Can vote

Regular - Pretty much like a respected
- Can start votekick/ban
- Can vote
- Access to tools

VIP - trusted regulars that are allowed to insta kick
- insta kick & voteban
- shorten limit in between votes (30-60s)

Admin - same as the old one
- unchanged
