Modify the rtv system in zs.(rtv is being abused)

Basically, in some cases in zombie survival, there will be people that connect early and less than 4 people will abuse the rtv system. I've been thinking of 2 solutions to fix this problem.

1. rtv enabled only when the map gets randomly chosen. If a large amount of people vote for a map in the voting system, it shouldn't be rtv'ed. If a crappy map gets voted randomly, then this will come in handy.

2. rtv enabled after 1st or 2nd wave. This is where the majority of people connect if their connection is slow as a turtle. This will help all or most players decide if the map needs to change or not.
