Anarchy in of itself has no true generic form except for the crude caricature of the idea (1234FUCKTHECOPS), so the Anarchy they're thinking about are the folks who fire guns in the air and REBEL solely for the sake of rebelling and causing hell/violence/drugssexmoneywoo/Idowhatiwant...
Adding The Power Of The Sun to the mix just
doesn't cut it. Get it? Because they wouldn't deplete the nuclear stockade by
cutting them, instead by flaying themselves alive with
beta particles.
Something like a
Negative Preference Utilitarian-Collectivist Anarchic Partispist-like society could live with nuclear weapons, maybe even biological ones. They'd either get wiped off the planet, manage to stem the production because of their martyr-like intentions which also condemn negative consequences, or simply do nothing in order to ensure that,
in case of nuclear holocaust, they were still
able and generally better-off as to help while the world trashed itself.
A place like that would have all of it's fingers in the UN's pies.
But, if the whole world were like that, it'd turn into a Utopia, and all the nukes just wouldn't exist anymore. They would have never existed except in the form of an old, deactivated deep space ORION-style rocket prototype sitting in a museum.
That's assuming everyone more or less shares the same ideological views when it comes to killing
millions of people, scarring others, defeating our now-easy access to resources and creating something we just couldn't control right now... as well as the whole
maximizing well-being and goodfeels thing.
No present society is that perfect unfortunately, except for that one reality wherein one is, but that doesn't count.
