My ass that thing can run Skyrim at those FPS. I have a Quad Core Phenom 810 at 2.60ghz and a GTX 460 and I still only get 25 - 60fps average on high. Just cus you have 16GB of ram doesn't mean you have an awesome computer, either.

The funny thing is I don't think Nasa computers need one. The ones in control center are probably like computers from the 1990's
Also, I noticed this in Skyrim and Fallout too. Just turn up your sensitivity. Fixed

Texture detail and Shader detail doesnt affect my PC.
I have videos on youtube showing me play on max settings with 60fps on skyrim, 100fps on crysis 2
Its not a GAME LAG Issue. Its the cursor. You really should read what i put >.<
I work on my computer every week, upgrading piece by piece.
When i first got the games i couldnt run on lowest. Now i run on MAX fine with just the mouse being sluggish.

16GB ram doesnt mean shit when you never even use 8. Adding more doesn't magically make your pc better. Now that you said this, I understand your issue much better.

This has happened to me in Splinter Cell: Conviction. Try turning off/on your VSYNC in video settings. If that doesnt work, turn down settings, you should see a difference.
Oh. BTW, rating doesn't mean shit. Windows has, for some reason capped the limit at 5.8.
