has anyone noticed that the random severs do not appear in the list on gmod?

I don't think pingaz servers ever show up there......
I had my own pingaz server for about a month and it never showed up there.
The best you can do is after you join go to your server history and add them to favs.

They appear in the list.

Servers were down for maintenance at the time.

Read the annoucements for more info..
