The deal with steam id is only partially to do with us believing you. Honestly I doubt you would lie. On the same token though, without a steam id, he can simply deny doing it, and we have no proof to the contrary.

We try to be as fair as possible here, and we'd just like to go beyond a reasonable doubt.

Are you serious? You know how many reports I've seen taken srsly even after they posted the steam id like a day later....
