Water Lighting Problem

For some reason, when I place water, it's all dark, so I put a light above it, but it's still dark...  What's wrong?

wrong water material? not enough room lighting? no 'env_cubemap' linking to the top surface water material?

1. what material is it?
2. are you doing a tut?
3. what type of map is it mostly?(in or out)
4. does the map have a tools/skybox?

if none of this works THEN re-complain
