No Jim you remove the prop. You spawn a giant wheel and then remove the prop you spawned it on, then prop surf on it and remove that prop. If you spawn the right pro, you can fill the whole map which will trap players and when they spawn they won't spawn with weapons and again will be stuck. But this idea isn't allowed. Probably the reason they finally removed that console commandwat?.
