Losers should also get some money based on the props they spawn. So if they build a big boat and lose the round, they'll still get a reasonable amount of money.
In the current Flood, you can either build a huge boat and be the biggest boat in the water or lose a LOT of money.

Also:

A thing that would help Flood a lot would be some more advanced Prop Protection-like thingy.
You could add people to your "Prop Protection", and unless they're added to your PP, your props just no-collide with them.
Not sure if that's possible though.
