Help/Requests / HALP ME!! i cant get my dedicated server to work

i cant run it as administrator because it freezes at the loading bar, and when i run my other shortcut with more commands, it says cannot allocate open ports or sumfthin like that.

I tried port forwarding, but it is doing nothing.

i have a dlink wbr-2310
