I'm not sure if my opinion can really make any changes here, but I am not fond of the whole PVP thing.
The cities limits are very small, and leave a very confined and unoriginal/anti-unique opportunity to build what you want.
When offline, you're completely vulnerable to anybody that feels like they want to open up the map, go over to your place, and steal your stuff - heck, they might even break some of your time-consuming architecture.
I honestly can't see the actual "PVP" in it, because you can't even deal damage to someone no matter where you are.
There isn't much protection, which leads to long hours put in completely wasted.
To be honest, I enjoyed it much more when there was at least a small amount of protection safe-guarding your belongings.
Yeah, I know.
I've been way ahead of you though.
Been editing factions all day to basically make your shit impossible to use/break unless one member of your faction is online, along with some other stuff.
Right now, the issue is worldguard integration, becuase anyone can just claim land in the city ._.
As for the PVP thing, that's a bug. We're actually trying to fix that right now.
Should at least PM about these issues first before making stuff like this. It's not the first time you've suddenly jumped onto something you thought we didn't know about.
