My opinion is that it's a wonder he's mature enough to know how to install GMod.

My vote is no, because I think the regulars/VIPs should have a certain level of comprehensability (word?), and if nobody can understand them or vice versa, it could cause problems that are caused by a lack of communication. If you improve your english, great! But until then, I have to say no.
