I don't know alot about this, but isnt that your connection falling away every few seconds?
Your game runs smooth besides the freezing, your pc can handle it.
have you tried putting it on very low settings? if it still lags, its not your pc that can't handle it

I did try that.
As I stated in the OP.

I'm fully aware my PC can handle it, and I'm sure its not my internet.

Ohh I know this.
This has happen to me.
Disable Multi Core rendering in Video Advance options.
Hopefully that will work.

And do the CPU affinity thing with that.
