TF2 HICCUPS THEY MAKE ME SO MAD.

So for the last few days, I've been noticing this weird thing with my TF2.
I plays normally, and then freezes for a split second. Similar to a hiccup.
It really pisses me off and makes me not even want to play sometimes.
My PC can handle the game at max settings with 30 - 60 fps.
Here is a video I recorded. (forgive the low frames. Fraps does that to me.)

And here are my PC specs. (You probably wont need these)

4gb's of ddr2 ram. (Yeah, fucking ddr2)
NVIDIA GeForce 210
DirectX 10
I've already tried:
1. Updating drivers
2. Changing TF2 settings. (Visual settings, Resolution, Etc)
3. Verifying the cache.
4. Changing the CPU priority.
5. Closing every other program while running the game.
Its probably valve's fault for fucking the game up, or its just my PC.

Even with the "hiccups", I wish my game ran like that.
it's so slow, and I get these random lag spikes.

It's called Micro Stuttering. Your CPU is having problems rendering the game.
If you know how to set CPU Priority, you should know how to set CPU affinity. Give TF2 a core of it's own. Source isn't optimized for multi-threading.

Okay. I gave it its own core.
Still does it.
