Translation:
basically he's saying greed (bursting decadence) and oppression (withheld permissions) are two forces that go together and ebb and flow throughout societies over time (cosmic dance), and this evil hurts all of humanity, even generations down the line. However he says good can triumph over evil, and when it does, the future will thank (high five) the past for building a better future by standing up to evil.
