I'd rather just have it show up when you leave because that's when you are looking for that specific dude.
It doesn't hurt though to have it come when you join, and it's better to have 2 different sources for clarification.

I do like this  though. Makes it easier on those who actually take their time to gather the proof and put it together to make the community better.
Who knows, this might even help with more helping report minges and such.
