Need help with Minecraft Server

So i want to make a Minecraft server because

1. I hate building alone
2. I would rather have people see stuff that other people make
3. i want to make a Server for the whole Random Community to use

i got the basics
i can connect with my Local IP address

but when i try to get someone else to connect it says

Connection timed out:Connect

any help will be appreciated

Did you port forward?

You have to port forward or make a hamachi server.

Yes i have port forwarded with these settings

Application Name=Minecraft
Protocol= Both
Source Net=Nothingg
Port from=25565
IP= My iP Address (from whatsmyip.com)
Port to=25565
Enable?=Checked [X]
but whoever tries to connect still gets the same problem

If you have any security/firewall software, check not blocking mc server network
