You are aware they make bigger water tanks then that right? Plus you can also stack up on them... If you're really trying to prove that people will die of thrist in the fallout shelter you're failing at doing that.

Now how big is the fallout shelter?
Do you honestly think your band of survivors will be the only wants wanting to inhabit it?
What about water to bathe, or any other sort of plumbing?
It would be impossible to survive in a zombie apocalypse without renewable resources.
Don:
"Surviving" in a fallout shelter isn't going to fail due to ressources, but much more likely due to humans being unable to stay in the same environment with the same people for such a long time.

We have a 4000 gallon water tank buried underground for our house.
A fallout shelter would have a water tank on the order of several tens of millions of gallons.
Hell our boat has a 18,000 gallon fresh water capacity. Getting plenty of water is no big deal.

I still think going into a fallout shelter is a bad idea. :L
