Every time I try to start steam the process stops at around 16,000 - 17,500kb's and ends/crashes 20 - 30 secs later.
What do?

Have you restarted computer, have you ran in administrator, etc.?

Also, If I uninstall steam, will it delete the rest of the games I have?

I don't think so. You could just cut them out of the folder.
