HLDJ - audio incomprehensible

I decided to experiment with HLDJ - relax, in multiplayer games I initiated in GMOD - but have been having some issues.

Even though I converted the audio to a 11,025hz 16-bit mono wav file as I've been told is required, whenever I go to play a sound, what plays [for all the audio files I try] is this steadily increasing "bong bong bong bong" type of pinging tone - then it gets all scratchy.

What have I done wrong?

Tried it - converted an MP3 to wav using the converter built in to HLDJ, same issue.  >_<

Well, in the most generalized sense it isn't wrong if I do so in places where there aren't rules against it, or people are ok with it, and in the places where it ISN'T ok, I already don't micspam - all of which is moot since I am trying to see how it works / if it works at this time.

c0mp1337's micspam convert guide:
go get goldwave
open the mp3 or whatever file you want to convert.
go to resample:
set it to 11025 hz

go to bandpass/stop, set it to:
from: 100hz
to: 5512hz

go to pop/click and set it to 800 or 750

go to match volume:
depending on your tastes:
put first: reduce average level to avoid clipping.
then go set it up to: -18db or -22db on the presets.

optional:
if you want your micspam to be a little louder than what you want to hear it then go to change volume:
go to the presets and set it to double.

now then to convert it to the aproppiate format:
go to save as and set it to:
save as type: wav
attributes: pcm signed 16 bit mono
herpity derp derp, and lolis.
also im a touhoufag.

Unfortunately, I did all of these things and I have had no luck.

Guess I'll just start again and work it through step by step from installation of the software [and trying different pieces of software] to converting audio files, fiddling with the volume control stuff in XP, etc.

God damn this is embarrassing, I'm able to program a disassembler for one of my comp sci classes, assemble working programs using only a table of instructions and a hex editor, and I can't get a goddammed piece of software working right.  >_<

Here is how I get songs to 11025hZ

Pirate Nero Waveeditor:

Set record source to: Master Output
tSet Recording quality to: 11025hz

Then pirate songs off youtube by just playing them and recording.

Thats how I do it...

Feh, Downloading a program to download the file, extract the audio, convert it, then save it - just opening the crappy audio recording thing that comes with Windows, recording with Stereo Mix [records right off the sound card], and playing the video - then saving it just feels like less steps.
