I think all should get the ability because all can report and i never saw a porn spray report from a user ,reg or vip because only admins now who it is so make this feature avaible for others and you cant do anything bad with it its just like seeing a playername in scoreboard so i would say Yes

I think owners names should be displayed for VIP's too, as admins are not always on servers 24/7. If this is already in servers, please forgive me, I haven't been in RND's servers in a long time :I

more of a personal thought on the situation, giving VIPs more abilities only allows more room for abuse, people say they wont but they do

as for people who think it cannot be abused, it can.. it can easily tell you where someone is or where someone has been if their name appears on your screen and your looking for them

reports are never made on someone who puts up a porn spray, its hard to figure out who did it but its not impossible
