I still don't get the ticket idea and the CD Key of what game? I have to take a picture to comfirm I have bought games from that account and upload them on the question?

one game is enough….

And for you cesar, on the steam forum, you can see that you have to apply some information from your credit card etc.

you need to provide proof of purchase… so take a picture of the ticket and CD-key and paste to the Steam-ticket for Hijacked accounts.

hut.ru is free hosting. So i can at least report his hoster to screw his site up. Or state law enforcement agencies, which can lead to tragic consequences for him(like big fine).
