Wearing a shirt saying "Fuck the police", walking right up to them, yelling at them to arrest him.  He literally was asking for it.  Granted, that was definitely uncalled for by the cop to spray him like that, and the cop should be punished, but hell, arrest that guy also.
I disagree, the police officer doesn't deserve punishment for what he did. I think that crime tolerance is too high and jail sentences in today's society are getting too short. Police is authorized to use force on people like that guy, however nowadays it seems that the usage of force is considered an "abuse". Furthermore, cops are people too, they have feelings and emotions, they risk their lives and constantly have to deal with aggressive and dangerous people. All of this undoubtedly effect their behavior.
