If you read the bottom, it says that Hidden Valley and  Valve and bla bla belong to Valve and copyright stuff. HiddVal is the dev.

"HIDDEN VALLEY TEAM [...] ARE TRADEMARKS OR/AND REGISTERED TRADEMARKS OF VALVE CORPORATION"

From reading some more through the Steam Community page, turns out they're a Russian/Ukrainian dev team who do this with no budget. But everything in the Greenlight page points to VALVe being the owners of the studio.

Essentially it is a mod. It's by no means a big project by Valve, just one guy working on it I believe whether he's a Valve employee or not. If it was really by the 'almighty Valve', they wouldn't wait for the community to greenlight their own game lol.
