I am very grateful to Fuzion FuZSion* FuZSion Fuzsion for showing me this.  Just go to their website (http://www.jc-mp.com/) and click the button to get the key.  Log in through Steam.  Activate the key.  Download the 26MB mod.  Play it.  Be epic.

EDIT:   As TehHank kindly demonstrated, you do, in fact, need the original game, Just Cause 2.  This is a multilayer mod.  Sorry I wasn't as clear.

I got mine dirt-cheap ($3.25,  I think...)  on getgamesgo.com.    Here's the link (http://www.getgamesgo.com/product/just-cause-2).   Check there occasionally to see if there's a sale.  They constantly have sales that rival Steamsale prices.
