Votemute Ability for VIPs

I would like votemute cause for me player list is a tiny box with a X in the top right corner. I am not gonna resinstall gmod to resolve this problem because of all my skins and addons.
Back to topic-
Mabye create votemute for regulars+ because vip have already many powers while regulars can only vote in a vote.
Also mute should be an hour and if the guy rejoins he is still muted(if possible)
Only mute =
if no one likes the song and he doesn't stop
if it is a foreign player who can't speak English.
if it is a foreign child who keeps cussing all the time and micspamming.
Any guy who talks to much(like me)
All of the players on the server or at least the majority don't like to hear.
If a player decides to play music but it is terrible quality. EVEN IF A PLAYER LIKES THE MUSIC NOOOO(terrible quality is very similar to a man orgasm with the mic in his mouth)
Don't mute =
If most players like the music being played and whoever doesn't -playerlist-
If the player has done nothing wrong
If people do not mind the voice of the other guy.
Mabye some of these statements above might have been repeated earlier...blah blah blah

Im pretty sure not 100% of people who reply in the report section on wrongful kicks say "It's just a kick, get over it". An admin warns the user about the wrongful kick at the least.
Your basically saying that admins wont warn the user for the wrong mute. Sure people would say it's just a mute bla bla bla, but there would/is some type of consequence for abusing/being stupid with the votemute command.

I don't think votemute would be a good idea, because if most people vote to mute a person, but some don't want to, the person will either way be muted for everyone. Using ESC mute doesn't hurt anyone, as individual people can mute as they want, and not affect other players.
