Ping issues?

The past week, my computer has slowly been getting issues. It started with ping spikes, but now there's hardly a time I can even play normally. My ping almost never drops below an average 400, although I have deleted all malware, viruses, restarted my router, used a new adapter, downloaded a latency fixer and much more. I've scanned the internet for fixes, but I cannot find anything. Someone please help me find a solution for this. It is impossible to play any game online without a really bad experience. (Note: This is only on MY computer, every other computer in the household is getting steady speed.)

Did you change any files on your PC or modified it? As to me it sounds like a software or hardware problen.

It has been known to me that when my PC starts to die (due to it being 5 years old), my FPS plummets and jumps, along with a sharp rise in ping.

I had tried to change my Cs:S cl_cmdrate to +100 as I had a suggestion when my ping was onlyspiking and thats when it became horrible. Before that, random spikes started. My FpS is fine, it uis just my ping; however, my cpu parts are probably 5 years old as well.

It may just be on-going ISP issues, try and wait it out... I've had a similar problem for the past 2 weeks with my ping jumping from ~160 to 1600+ randomly
