Earliest you can get driver's license here is 17. And then you can only drive with someone over 18 that has a driver's license.
America:
15 = you can get your beginners permit,
restrictions: You have to drive with an adult (over 18 and have had their drivers license for more than 5 years) in the passengers seat everytime you drive.
16 = If you are turning 17 within the next 3 months and have taken drivers ed course, you are legible to test for a restricted license. (which will automatically turn into your drivers license when you hit 17)
restrictions: You can drive by yourself only certain times. 6am - 9pm, anytime other than that, you have to drive with an adult (over 18 and have had their drivers license for more than 5 years)
17 = Full license.
