I'd like to see it, most regulars are responsible. Maybe just make it just a KICK though? So VIPS still keep their power. And obviously if the person comes back and acts retarded more, they need to be banned, so it would indeed require a report.
I think it could work out nicely. It sounds nice.
Though it might just sound nice on paper... but it obviously isn't in action (yet), so who is to say really? It could be just the thing the server needs.

We've actually had that system in the past. It is the reason why VIP is so hard to obtain today.

Maybe have it more strict? Only one votekick allowed for regulars, can only be used every 30 minutes or so. So it isn't abused.

The problem was that A LOT of people abused of the privilege of starting votekicks/bans and also used them for the wrong reasons.
Pretty much a lot of guys being "do what i want or i will start a ban on you".
