Wel uh, anyways... I think this would be a really good idea, sometimes admins can't be online all the time in the servers, and sometimes (and I've had this happen to me) a VIP could be trying to say something, and the people/trouble makers refuse to listen or even acknowledge that you're talking. So I think this could be a good contribution, I hope it won't be taken for granted. :)

I'll add that any and everyone that is on the server can see this. If someone abuses it, it will be known, and I certainly hope reported.
This is a large step forward for us, hopefully that will help control a little better.

And as a VIP you should know when you're allowed to use this and when you shouldn't. If you don't, you shouldn't be one.
