You've just said that house of commons < senate < president?

It's not "less than", it's tiers.. we call them branches where power is split between. Each one of them is a component in the success or failure of legislation. aka must be approved by each branch. Main braches are judicial (supreme court to overrule federal/state law/etc), executive (president/veto power/etc), legislated (house + senate).

So in this case the bill is still in the legislative.. must pass the second component (senate member vote).. then it will move to executive branch and the president will have power to veto or sign bill into legislation.

Someone can then appeal the legislation if passed and escalate it to the supreme court (which under normal circumstances is almost impossible.. they only take select cases that pose a real dividing line) and then the judicial branch will handle their side.
