The DNA scanner should be able to scan blood splatters on any surface, unless its on a body.

Uses:

1. Before the traitor teleported, you shot him and theres his blood on the ground, DNA scanner can find him.
2. There is a blood splatter on the wall and floor, and it you think the splatter came from a dead inno, but you assume the body was moved by the killers, DNA scanner can find the body, to get the DNA if the kille

That's just going to cause RDM arguments with RDMs itself. If an inno RDMs another inno then the blood from the RDMer will make other peoples think its an inno but then they kill him but then there like "uhhh it's this dude beside him" they kill him, inno and it repeats over and over.

blood splatter is decal... now is there a way to link it with players? the game logs who did damage to what and collision to what and shit like that... but im not sure it gonna log who created the decal.

Yeah i dont think its possible.
Since yeah its a decal and also its client side so if theres a lag spike it just wont work.
