No, I highly doubt that they will be prosecuting users, if they do it would be the people that most profited off of the uploading scheme that megaupload had. It just wouldn't be financially feasible to prosecute that many people. And if they really were to prosecute "25% of the internet" that would be a political disaster for them. You simply cant prosecute that many people and expect them to be ok with it. It only takes one person in that group to be a nexus of dissent for people to form around. Now if they were prosecuting that many people, and killing anyone before they could tell anyone about it, then perhaps they have a chance of succeeding.
And Istealth, none cares how much you have downloaded here. If you had a small data center (think petabyte scale) full of stuff now that would be something to talk about, as that would be ridiculous.
