VIP activity check.

I lol'd at nobody posting "I'm active" etc...
Idea is all mod/vips join one IRC channel, and put ircbot.
IRC bot broadcast global chat message, so we can go to server when somone called VIP :O

If we do a VIP activity check, do a Admin activity check to.

I don't think this is needed.
Admins have a good overview of who is active and who isn't.
There's nothing to gain from demoting admins or VIPs because of their inactivity, I don't actually know why we still do it.

What ive seen is when people get rpomoted to vip they become much less active than they used to be
