The definition of RDM is literally random death match. The person doesn't have to kill anyone, and doesn't have to kill 5-7 people by any means to be RDMing. It doesn't matter either way though... the report is for target RDM/first blood RDM. For the target RDM part there's not enough proof, killing low karma people is allowed anyways. Part of the game. First blood RDM isn't though.
