If you have an eye out for one girl, learn stuff about her. Simple stuff. Her personality, the way she acts, the way she sounds, the way she laughs. Befriend her.
If you don't have an eye out for one girl, then wait until one catches your attention. She'll show up to you.

Just build up some confidence. and wait for the right girl at the right time. Don't base everything on looks, build up on personality.
If you sit beside a girl in a class or see a girl quite frequently everyday then:
build up a relationship
strangers>occasional speaking>study buddy>homework buddy>become friends>exchange cellphone numbers>be there for her>make your move before you become "one of my good guy friends" I'm not gonna tell you how the ending goes because it's all based on those I provided.
