not true. hacking is when you DIRECTLY edit data on another computer that you do not own, nor have permission to use
cheat engine is cheats
but can be used for gaining virtual money. but u cant be arrested for that :P

Use of programs to gain access to virtual money is 100% against Terms of Service's with every game and considering most games charge real money for it. its against the law and yes even states in some Terms of Services legal action may be taken.
