I'm doing a clean instal of gmod and tring to use this svn too add soe addons... it won't let me re add the addons i added before... I delete them and wehen i try to re add them it just say up to date BUT it didn't add shit to my addon folder....
Anyone know how to fix this?

Find the .svn (hidden) folder and derete it
or just re-install it
idk i havnt used it since v 0.0.0.2

It's not a bug, the program stores a local cache of the svn's to prevent installing usless .svn folders and files that could possibly have an effect on loadtimes and other issues with garry's mod.
If you are doing a resinstall there is no reason to redownload, that was part of the program's idea.
The svn's are just waiting for you to reinstall them wherever, no redownloading 600mb of phx.
If you want to delete the local cache to save space or w/e, do this..
Just click on the svn and click the delete button:
- say you don't want to delete it
- it will then ask you if you want to delete the files anyway
- choose yes and redownload if you want
