As much as i see what you are saying, about moo not giving you much of a chance, I also see moo explaining that you were being a constant nuisance. The only ones with all the information are you and moo, so u should deal with it with him, one on one, on steam.
That's why I didn't give it back anyway. Moo genuinely believes (as far as I can tell) that you dont deserve it so it up to him. Keep in mind, he said he would keep the door open.

moo wont talk to me. i try talking, he saying he made a lua script for random ban (just to be 'that guy'), ignores me, or leaves. so sanders, i CANT solve an issue with this guy. he is going out of his way to piss me off

I know marked one isn't the best respected by far (not the worst either I might add.................)
However, he is a good friend, and most importantly he's never the person that kicks or bans based on their own interests, but rather how they feel that player has affected the game (e.g. he might kick a player who may not have broken any one rule, but did pretty much piss off everyone on the server, and come pretty damn close to breaking any given rule)
