symptoms:
First a not pops up minimized saying that "internet explorer is not your default browser. Would you like to make it your default browser?" Then the wave bar on my sound control center goes completely down so I have no sound. It repeats this ever 5 minutes!

Did that but it didn't help only option is to un-install ie but how... apparently its not in add or remove programs and i can't delete the directory.

You have a browser hijacker.

Could try safe mode with some apps like malware bytes anti-malware or spybot search & destroy.

To uninstall IE you need to uninstall it as a component, usually found in add and remove programs menu.
