So I plan on setting up a upload server, specifically for a few GMOD server's i'm gonna be hosting. I want to have a second line so that I won't have to worry when I downloads stuff, or anyone else in my family, and slowing down the server. My current ISP gives me 1mbps Upload (100kb/s) and 6mbps download (700kb/s), that charges 35$ a month. What I'm looking for is one with a 2mbps upload or higher. I don't care for the download speed too much, since its usually higher then the download speed.
Can anyone recommend a ISP that can get the job done, and have fairly decent rates?

Sky Broadband Max
Does me good for only £20 a month I can get up to 20mbps down and up to 2mbps up
Most of the time they forget to cap me and I get speeds like on my speedtest.net thread lol
