I am getting the FULL spawn menu, but unable to spawn anything, I'm not sure if he's hacking, or just succesful at spawning.

ANYWAYS good find my friend. Flood needed more props anyways XD this = more fun.

i have actually seen only a handfull of people spawn props that appear sas errors to me, and i have had some players complain nthat they cannot spawn any prop. but this is only a tiny minority of players
