And it has to be either pci or pci express x16 (not 2.0) and under $40. I tried newegg and such, I accidentally fucked up and order a pcie 2.0 card. I need something so i can atleast get 30+ fps and 60+ fps with tf2 and gmod and high settings.
I had this (http://www.newegg.com/Product/Product.aspx?Item=N82E16814130098) in mind, but it appears that its not good for gaming.

that wont give you over 60fps cause its only 256mb

just aslong as i can play a game on all high and have 20+, its fine by me.
btw, it says you can change it to 512mb. I dont know how...but it might do.

May not help at all, but I had a GeForce 8400 GS on my old Computer and it runned GMod on Mid with about 50 FPS. Never tried high, but should get the 20 FPS.

Ive got geforce 8400 GS too, on realy big maps or when the servers full i get around 30 fps on maxed highest setting. Normally its around 60 fps. I still dont like eet though so im going to get a cheap 9800 GT or a radeon one so I can play bad company 2 maxed out with no lag hahaha!

Garry's Mod (and Source Engine games in general) really don't need a good PC. All source games have very, very, VERY low System Requirements. Just like Blizzard Games.

Even though deus ex 1 was released in 2000, I can't even get over 15 gps xd
deus ex 2 in 2003 gives me 9fps, all on low btw
deus ex have high gfx requirements but low everything else aka u only need 100mb ram to play, and 1.5GHz 1x Core

I don't know about any Cheap $40 Graphics card which enables you to play Gmod and Team fortress 2 at High Settings and at least 30 Fps.
A list of a few graphics card, I've searched for you:
