Personally there is a Fux Option in the VALVE PLAYER LIST TO MUTE PLAYERS. Use this.

Admin can Ban/Kick/Mute depending on their criteria but theres always a mute button.

TTT is another case. Mic spamming here is totally Banable, the game base is the communication, So you cant break it with spamming or playing music.
