Because clearly, everyone from ages 6-18 needs to be supervised 24/7 when with someone else

Well it is a game usually played by children, were they act as "doctors" and inspect each others genital areas, it's like an entrance to into learning the difference between a female and a male at that age. Though most parents don't aprove, it is best they don't overreact, because they are merely children and do not understand that those are "private areas" at the time.
